Changed Tooltip to have background UI. added sub text for Title to display Item type in the future.
Need to refactor tooltip initializer logic to incorporate this new element. Hide it for tooltips

Removed dependency of tooltip widget to Skill Nodes widgets. Can now be used by other widgets.
